Collections Policy

The Office of Student Accounts is responsible for the collection of monies owed to the University.  This includes any outstanding account balances for current and/or past semesters.  Students are responsible for all charges associated with tuition, fees, room and board (if applicable) and are required to complete a Financial  Responsibility Agreement (FRA) each semester at the time of registration.  Students are also responsible for any other balance incurred after financial award(s), which includes student loans, various waivers and any expected third-party resources, monetary gifts from family, employer reimbursement or any other external resource that may have been granted.

Holds

Students with a past due balance will receive a financial hold  based on their enrollment status (full-time or part-time) and the amount of their outstanding balance. This hold can restrict a student from any future registration as well as prevent access to readmissions or graduation.  Students will be unable to receive their diploma and/or certification until their outstanding balance has been paid in full.  

Pre-Collection Agency

Accounts that remain unpaid are deemed delinquent and will be assigned to a pre-collection servicer (Heartland/ECSI Recovery Select) for collection on behalf of the University.  Students will have the opportunity to make payments directly to Heartland/ECSI Recovery Select.  All delinquent balances must be paid in full and funds must be cleared before students are eligible to register for classes or receive their diploma.

Collection Agency Assignments

If the student does not respond to Heartland/ECSI Recovery Select and does not pay in full or make payment arrangements, the account will be assigned to a professional third-party collection agency for further collection. Should this occur, the collection agency will begin contacting the student by letters and/or phone calls.  Once the account has been placed with a professional collection agency, the student must contact the assigned agency directly to resolve the balance and/or make payment arrangements.  The student will be responsible for their outstanding balance and any collection and/or legal fees associated with the collection of the debt which may include but is not limited to:

  • Assessment of additional collections fees up to 33% of the amount placed
  • Credit Bureau reporting
  • Late fees
  • Litigation

SOIL (Set-Off of Individual Liability)

The Office of Student Accounts at William Paterson University participates in the the Set-Off Individual Liability (SOIL) program through the State of New Jersey Division of Taxation.  The SOIL program withholds personal NJ Gross Income Tax Refunds, Saver Rebates and Homestead Rebates from taxpayers who owe debt to State agencies, such as William Paterson University.  In order to participate in the SOIL program, the University is required by the New Jersey Division of Taxation to use the student's Social Security Number (SSN).  The SSN will be released to entities outside the institution only where permitted or required by law. 

The Office of Student Accounts can submit a student’s account to the SOIL program for a debt in excess of $25.  If the funds are withheld, the NJ Division of Revenue and Enterprise Services (DORES) will send a notice to the taxpayer after a 35-45 day waiting period to inform them of the government agency that is seeking to withhold funds and how to contact that agency. The University submits past due accounts yearly to the SOIL program until the debt has been satisfied.
