All work and all calls associated with a telephone are charged back to the department responsible for that particular instrument.  Your departmental budget is billed monthly for all work and call costs. (one calendar month behind ie: Sept 1 - Sept 30 calls and work are billed in October).  The telephone line item in your budget is a Fixed Cost and cannot be utilized for other needs.
