meeting to order at 12:35 PM. The agenda, moved and seconded by Godar and <=
st1:place
w:st=3D"on">Principe</st1:place>, was approved unanimously. The minutes of =
the
September 28, 2004 meeting were distributed and a motion to approve will be
heard at the October 26, 2004 meeting.<o:p></o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-size:10.5pt;font-family:Tahoma'><o=
:p>&nbsp;</o:p></span></p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'><span
style=3D'font-size:10.5pt;font-family:Tahoma'>CHAIR&#8217;S REPORT: </span>=
</b><span
style=3D'font-size:10.5pt;font-family:Tahoma'>Wahrman reported that the ele=
ction
of the adjunct representative to the Senate has concluded and that Frank
Pavese, Department of Music, was elected. She welcomed Pavese and thanked N=
ancy
Weiner and the members of the Elections Council. She said that she hoped a =
more
streamlined process would be in place soon. She said that the Governance and
Elections Councils will work together on this. Wahrman distributed a draft =
copy
of the Undergraduate General Education Curriculum Handbook, saying that this
would be given to all freshmen in their First Year Experience courses. She
asked the members to read the document and forward feedback to her. Ferris
reported on the activities of the Board of Trustees Minority Affairs Commit=
tee.
She said that a joint meeting with the Education Policy Committee was held =
last
April. She said that the Provost shared a list of University achievements. =
She
said that the board asked about the percentage of adjuncts covering courses.
Wahrman thanked Ferris for her report. Ciliberti announced that on October =
28 a
ceremony will be held at the Cheng Library as a part of the University&#821=
7;s
150<sup>th</sup> anniversary celebration to mark the opening of the Univers=
ity
Archives. She said that there will be a symbolic ribbon-cutting plus displa=
ys
of memorabilia and other archive materials. Ciliberti also reported that a
presentation on copyright is planned for November 11, details forthcoming s=
oon.<o:p></o:p></span></p>

:p>&nbsp;</o:p></span></p>

ipe</st1:place>
asked the Senate to approve Jerry Beal, Communication Department, to serve =
as
the College of Arts &amp; Communication representative to the Athletic
Activities Council. Overdorf and Ferris moved and seconded approval, and th=
is
passed unanimously. <st1:place w:st=3D"on">Principe</st1:place> said that t=
here
are few openings left and to please encourage the faculty and professional
staff to contact him to fill these positions.<o:p></o:p></span></p>

Tahoma'> CONSTRUCTION AND PARKING:</span></b><span style=3D'font-size:10.5p=

font-family:Tahoma'> Vice-president for Administration and Finance Steve Bo=
lyai
reported that major projects are moving along well. He said that the new
Ballroom would be useable in the spring semester when the <st1:place w:st=
=3D"on"><st1:PlaceName
 w:st=3D"on">Student</st1:PlaceName> <st1:PlaceType w:st=3D"on">Center</st1=
:PlaceType></st1:place>
food services would move there as the interior renovations in that building
commence. He said that the exterior finishing of the <st1:place w:st=3D"on"=
><st1:PlaceName
 w:st=3D"on">Student</st1:PlaceName> <st1:PlaceType w:st=3D"on">Center</st1=
:PlaceType></st1:place>
addition will begin in a few weeks. Bolyai reported on the relocation of <s=
t1:Street
w:st=3D"on"><st1:address w:st=3D"on">Mills Road</st1:address></st1:Street> =
to its
new uphill route around the campus. He said that the objective is to have t=
his
route open before the snow flies. He said the new road will be open 24/7 wi=
th
gated access to University parking lots. Bolyai said that drilling and blas=
ting
is underway for two new residence halls and that their foundations are being
built. He said that they will be ready for students in fall 2005 and will h=
ouse
370 students. He discussed plans for a &#8220;phase 2&#8221; including 2
additional buildings bringing a total resident student population of 3300 in
2009. He said that this would exceed the capacity of the Wayne Hall dining
facility and that some form of additional dining capacity will have to be
built. Bolyai reported that the next major project will be the <st1:place
w:st=3D"on"><st1:PlaceName w:st=3D"on">Science</st1:PlaceName> <st1:PlaceTy=
pe
 w:st=3D"on">Building</st1:PlaceType></st1:place> renovation. He said that =
the
matter is complicated due to the building&#8217;s high traffic and the need=
 to
keep using laboratory facilities. He said that the renovation will likely be
done in phases. Bolyai said that the administration is evaluating proposals=
 and
will recommend an architecture firm to the Board in December. Bolyai report=
ed
on the campus tree planting project in which 500 new trees were placed. He =
said
that 800 more will be planted as the new residence halls are completed. Bol=
yai
also reported that artificial turf has been laid on the football and baseba=
ll
fields and that minor work to the softball field is being completed. On the=
 topic
of parking, Bolyai reported that recent studies show WPU has 4700 parking
spaces but that they&#8217;re not ideally situated.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said that the Veritans, <st1:St=
reet
w:st=3D"on"><st1:address w:st=3D"on">Power Ave.</st1:address></st1:Street>,=
 and <st1:Street
w:st=3D"on"><st1:address w:st=3D"on">Valley Road</st1:address></st1:Street>=
 parking
lots have unused spaces, but that main campus parking is at a premium. He s=
aid
that as the university adds residence halls, new parking solutions must be
found. He said that no new parking lots are possible and that the choices a=
re
to further restrict resident student cars or to construct a multi-tier park=
ing
deck. He said that the latter option costs about $15,000 per space and that=
 the
source of such funding is a concern. Bolyai discussed the shuttle system,
pushed to its limits on Wednesdays by demand and by traffic on Hamburg Turn=
pike.
Stern voiced concern that the Biology Department was not a part of the tree
planting project. Bolyai said that the project was presented to faculty and
that he believed they had a chance for input. Bolyai said that the choice of
tree species was dictated by the NJ Department of Environmental Protection =
and
that they represented native species. He said that the number of trees plan=
ted
is supposed to offset the number taken out due to construction. He added th=
at
the few trees that did not survive will be replaced by the vendor at no
additional charge. Levitan asked whether there was a plan to improve traffic
flow on <st1:Street w:st=3D"on"><st1:address w:st=3D"on">Pompton Road</st1:=
address></st1:Street>
at Gates 3 &amp; 4. Bolyai said that that is a county road and there are
currently no plans for this. <st1:place w:st=3D"on">Principe</st1:place> as=
ked
why gates are sometimes left up. Bolyai said that gates are up when they
malfunction or during special events. <st1:place w:st=3D"on">Principe</st1:=
place>
also asked if there are plans for new faculty housing on campus. Bolyai said
that this has been discussed but is not a part of the current planning. God=
ar
asked why gates are up in the evening. Bolyai replied that after 5 PM there=
 are
no longer reserved parking spaces. Overdorf said that more sidewalks are ne=
eded
on campus. Dye said that students are upset about being ticketed as they wa=
it
in their cars for parking spaces. Bolyai said that these tickets have been
waived. Wahrman thanked Bolyai for his report.<o:p></o:p></span></p>

style=3D'font-size:10.5pt;font-family:Tahoma'>AMERICAN DEMOCRACY PROJECT:</=
span></b><span
style=3D'font-size:10.5pt;font-family:Tahoma'> Christine Kelly distributed a
draft of a new tri-fold flyer which describes ADP. She thanked the members =
of
the ADP coordinating committee (listed in flyer), saying that it was by the
efforts of this team that our ADP efforts are getting national attention. K=
elly
said that the fundamental aim of ADP is to produce graduates capable of
meaningful actions as citizens of a democratic society. She said that the c=
oordinating
committee seeks curricular and co-curricular activities to further the aims=
 of
the project. Kelly talked about the ICE (Infusing Civic Engagement) program=
 and
other initiatives meant to foster civic engagement. She said that there wil=
l be
a forum on November 19<sup>th</sup> to share faculty work in this area. She
asked those interested in participating to send email to <a
href=3D"mailto:adp@wpunj.edu">adp@wpunj.edu</a>. Dye said that the Star Led=
ger
has published lists of agencies involved in this work and that our ADP proj=
ect
might work with them. Scala reported that her First Year Experience class h=
as
responded well to the ADP presentation and should all be voting. A discussi=
on
followed on ways to encourage students to vote on Election Day.<o:p></o:p><=
/span></p>
