Non-competitive to Competitive Titles
A non-competitive title in the career service is a position/title which is not subject to the NJ Civil Service Commission examination process. Examples of these titles include: Clerk Typist, Senior Building Maintenance Worker, Grounds Worker, Security Officer and Program Assistant, Administrative Services.
A competitive title in the career service is a position/title that must be filled following the NJ Civil Service Commission rules and regulations which includes the State examination process. Examples of competitive titles in the career service include: Senior Clerk Typist, Customer Service Representative and Plumber & Steamfitter.
There are a limited number of non-competitive titles which the NJ Civil Service Commission has approved for elevation to a related competitive entry level title. This action is accomplished through the promotional examination process.
