- Development, implementation and interpretation of policies and programs
- Negotiation of local agreements and compliance with local, state, and federal laws
- Establishment and maintenance of a stable labor-relations environment
- Coordination of programs including faculty, librarians, and professional staff retention and tenure, promotion and sabbatical leaves
- Establishment and maintenance of accurate employee records and human resources information systems
- Coordination of legal matters with the office of the Attorney General
