For admission applicants:      
  should apply through the county office of education;
  must satisfy the test requirement for licensure in designated license areas; and
  for initial instructional certificates must have a baccalaureate degree, post-baccalaureate program or advanced degree cumulative grade point average of at least 2.5 when a 4.0 equals an A grade.
         
The program:      
  Formal instruction consists of approximately 200 clock hours of study in essential areas of professional knowledge and skills.
  Instruction is available only to those candidates who have accepted employment in a school and are registered.
  The instructional program is provided in three phases. Phase One consists of eighty hours, phase two consists of sixty hours and phase three consists of sixty hours . The three phases are designed to be accomplished over the period of one year.
  The three-phase instructional program is largely performance-based.
  It is designed to serve the immediate and future needs of teachers in order to aid them in their professional growth as strong and supportive leaders for the educational development of New Jersey children.
